SNOW-624656: Make fillMissingConfigParameters public or call it from OpenWithConfig

Issue description

I'm using OpenWithConfig and it doesn't fill in any of the default values. This is fine, but fillMissingConfigParameters (nor any of the actual default values) are public, this forces the user to copy the default values making it more likely the will be outdated.

Would it be possible for fillMissingConfigParameters to become public, or for OpenWithConfig to call it?
