how to set proxy to get the video?

Hi Guys Any one knew how to set proxy to get the video? I only use the Trojan can view the video, but could not use this tool download. So if there's any one knew this pls help me, and I've already setted Globle proxy in my win10 system but it still failed. Many thanks!

Try to copy inet proxy settings with netsh for all command line tools.

netsh winhttp import proxy source =ie

i typed this netsh winhttp import proxy source =ie in CMD with Administrator right when used proxy, but it's still no progress.
