[Feature Request][core] Access device basic local configuration during skills installation

As a Snips skill developer I want to access a basic configuration the user has made for its device/installation, so that I don't have to redefine it in such many skills. This includes e.g. time zone, locale, home zone (lat/lon), time format (12/24h), currency and maybe others. Defaults could be predefined based on underlying host if possible.
