Allow users request owned devices from other users

Very often our users change devices (especially mobile phones) between themselves. And now they should contact support to re-assign their device to another user.

Add the way for people (non-administrators) to request some (requestable) devices from other people. For example: USER_2 wants get DEVICE from USER_1. He/she goes to SnipeIT and choose this device in list (using asset tag for example). SnipeIT asks USER_1 (and some of Administrators) to approve. If USER_1 will approve this, DEVICE_1 will change it's owner to USER_2 in SnipeIT.
