Confirm files are actually deleted during purge
We're a little inconstant about this right now, sometimes deleting it right away (causing issues if the item is restored) and sometimes not, waiting for the purge. We should double check that soft-deleted items with attachments actually have their attachments deleted when a purge of soft-deletes happens.
Convo via dev meeting - add an env var so that regular experiments that result in purging data do have their action logs purged, but other use-cases don't. Action logs - in general - should be sacrosanct.
(Uploads are stored in the action_logs table, which is why this matters via this convo)
Side note: We don't generally consider soft deletes for action_logs, so we might need to change the queries on what they return so that someone who was experimenting a bit doesn't see all of the purged logs that they don't care about.
