Describe the bug

Once an asset has been requested and checked out. Other users are still able to request that same asset once in the deployed state. It would be very useful if an asset is not able to be requested once it is deployed to someone else. I believe this can be a setting that can be added that allows or disallows multiple requests even in the deployed state.

Reproduction steps

1. Request an asset
2. Deploy asset to requestee
3. Log in as another to request that same asset
4. You will see that the other can still request even if the asset is still deployed ...

Expected behavior

I expected that asset to not be requestable once deployed. I believe this can be something added as a setting.
