The 'check in all/delete users' license issue did not resolve even after the update.

Describe the bug

extended from #11695 When I heard that the problem had been fixed, I ran. After checking the contents, I updated Snipe-IT to 6.0.10 and tested it, but the problem was not solved :-(

Reproduction steps

1. Users whose licenses are checked out
2. Delete the user with 'Checkin All / Delete User'
3. status: Ready to Deploy, 'also soft-delete these users ~' check and submit
4. Unable to verify checked-in licenses. ...

Expected behavior

It doesn't show up properly in Recent Activity. It also doesn't show up properly in license history.
