Ah, no, I forgot, you were having the semicolon issue as well. This wouldn't have handled that, only the encoding. @uberbrady - can you follow up on this?

I think the remaining semicolon thing is a duplicate of #15542

We have not been able to reproduce this, and the code has changed quite a bit since the original issue was opened. I'm going to close this for now, but...
