Thanks @Hamms, that was exactly the knowledge I needed.
I wanted to check how many GitHub clones (="$2 per clone with LFS") we get compared with Drone runs, to see what % of our clones is done by drone....
Here's a graph of the residual: # of clones reported by [github.com](http://github.com/) that can't be attributed to drone doing 2x clones per run.

We're using encrypted cookies for sessions storage, so it should be fast/performant to keep rate counters per-user if that's the approach we want to follow.
