Hi! I noticed that at least two files, [strlcpy.c](https://github.com/snar/bgpq3/blob/master/strlcpy.c) and [sys_queue.h](https://github.com/snar/bgpq3/blob/master/sys_queue.h), have 3-clause BSD licences. The third clause is missing from [COPYING](https://github.com/snar/bgpq3/blob/master/COPYRIGHT), making GitHub's licence guess also incorrect.
