why is there no create group icon in PATHS section ?

it's a joke ?? you didn't include how to create layer groups in PATHS tab? It is something that should not be overlooked, especially for those of us who work with paths to create automated strokes. and since the information on its page is not very clear and does not say exactly how and where to leave a suggestion, it is only necessary to consider this a bug of its programmers.

Please run and copy the output into a reply the following command in a terminal:

snap list gimp

Can you test whether the same problem exists in the edge release by running:

snap refresh --edge gimp

If it is fixed in the edge release then I will promote that and you may then switch back to stable with

snap switch --stable gimp

Also, is this problem still visible if you use GIMP from the GIMP project rather than via this Snap package? If it is present in GIMP as shipped from the GIMP project then you should file it as a bug at https://www.gimp.org/bugs/report.html
