Failure to boot after a reboot never exits

See https://travis-ci.org/MirServer/mir/jobs/372902191 - fedora rawhide started failing to reboot on us, which resulted in travis timing out the job after 10mins because of no output.

Spread should probably impose a timeout to reboot, and maybe report it's waiting for the reboot every once in a while.
