Have a SKIP command

It would be handy to have a SKIP command you could use from prepare to skip a test or variant when conditions for it aren't met. Right now I'm having to check the same things in prepare and execute.

a bit more info:

@niemeyer take a reason, skip execute if used in prepare, have separate skip stats and a list of skipped with reasons
