many: add system-seed-null partition role

The system-seed-null partition role will be used when there is a boot partition which bootloader runs before the bootloader/kernel in the boot partition. The difference with system-seed is that for this one there are no system seeds available, although eventually it could happen that those are added.

Proposing as a draft as a way to discuss solutions to problems uncovered here. One thing to decide is whether this should be mounted in a different place to /run/mnt/ubuntu-seed, which might make sense but would complicate things. Or, change the name of that folder to something else, but then we need to be careful as the initramfs needs to know about this.

I have not rewritten history and pushed the new commits. Should be ready for merge putting it on top of master (please do a quick check).

It looks like github is doing things fine this time and "Compare" before and after rewriting the history gives nil changes :)
