interfaces/builtin/hardware-udev-control: add new interface
Allows to control udev daemon via its control socket, and trigger uevents on any devices.

For some reasons my spread test fails & need to make it a super interface. Hence setting to draft for now.
Somehow my snap-files indicate that snapd has buggy apparmor vendor pull request not reverted.
New proposal is smaller in scope, and more specific to nvidia-assemble snap https://github.com/snapcore/snapd/pull/12591
Not needed right now, and not interested in developing this further for now.
