Latest docker image does not include conda/mamba

Describe the bug

Missing conda/mamba in snakemake docker image. From v8 (?) parent image is mambaorg/micromamba which uses micromamba but does not ship conda/mamba executables by default and causes github actions to fail. See https://github.com/snakemake/snakemake-github-action/issues/37 for workaŕounds.
