Perl inxi alternate language library support

The new Perl inxi internally will be able to handle basic language packs, for key values, some error and default data values, etc.

This feature is not enabled yet, and would require volunteers who would maintain the translation libraries, which would be pretty easy to do since those values would not change very often unless new features were added.

If there is interest, I will add a template .pl file that would have the translation matrix data in it, then a translator would simply need to fill in the appropriate values for the given keys.

There's no pressing need to get this done, and if no volunteers appear to do it, it won't get done, but the support has been built into inxi 3.0.0 to use alternate languages in some parts of the output.
