Seems to be not working on PhpStorm 2016.3.2

It's grayed out and not appearing in my tools menu...

It seems that is right, and may be due to this code in resource/META-INF/plugin.xml

<idea-version since-build="141.0"/>

I'm not sure what ‘since-build="141.0"’ means, it can working on my IDEA and Android Studio.

And, I chosed these two options when I publishing the plugin, but it disappeared when refresh.
