VERSION does not match last tag

The latest tag is 1.0.1, but VERSION file was not bumped, it's also not on pypi https://pypi.org/project/txZMQ

Doesn't seem like the original maintainer is focused on this project anymore, so I'm going to start releasing from my fork at https://github.com/wbarnha/txZMQ-ng.
