THIS DOESNT RUN ON MY 3DS AND I HAVE FIRMWARE VERSION 9.5 PLEASE FIX THIS I WANT TO GET BACK TO PLAYING JAPANESE GAMES!

I am on 9.5.0-22E and it works for me. Maybe it's the game you are trying to play ?
Oh, and if you are asking for help, don't post in caps. It's rude and won't help your case. And saying "please" is the least you can do too.
Sorry vincent, it is because i accidently update to latest firm, and region three dont work anymore

I was mostly talking to omills122.
But yeah, updating to the new firmware might cause regionthree support to drop, waiting is better. I'm sure if it's possible, smealum will do what he can as fast as possible. But it's a free thing he's doing on his free time so everyone will have to wait for it ^^.
So, you did today's update, which is not confirmed to be working with regionthree, and comes here to complain because it doesn't work the day it came out ? As I said earlier, wait a bit. If it can be repaired, smealum might do it, but for the moment, you'll have to wait. If you want to use borderline software to modify your console, you have to wait for a confirmation to know if it works with a new firmware before updating. And if it is the day the firmware is out, wait at least a month before complaining. It's not that easy to fix most of the time.
The latest update fixed the webkit exploit used by regionthree Gateway and others, there is 0% chance regionthree will ever work again! We could see another method of booting games from other regions but regionthree is dead R.I.P. in pieces.
