ChoCo JAMS to MIDI

Simple feature for exporting a JAMS annotation to a MIDI file, only considering chord annotations for now. Trivial for audio JAMS, not trivial for score JAMS (ongoing conversation on sequencing symbolic annotations).

Related to #43 in a sense: using the note sequence abstraction may export to a "more symbolic" output.
