Report on MOBILE_API.xml issues(missing parameter range)

We propose correcting MOBILE_API.xml(missing parameter range)

In current MOBILE_API.xml, some RPCs has parameters that are not indicated about max/min range. By adding the range for such parameters, we can provide more accurate RPC documents for SDL developers. The target items are described in the Excel file.
