Scaffold ChIP ingress integration

Added stub ChipIngressBatchClient + tests to begin migration off wsrpc toward chipingress.
Integrated ChIP ingress agents (single & multitype) into telemetry manager behind config flag.
Centralized telemetry type -> (domain, entity) mapping; multitype agent now aborts on mapping failure.

Next: implement real ChipIngressBatchWorker/Client, use chipingress.Client.PublishBatch
