Adding BroadLink code for Noblex 32LC818H, an old 32-inch 720p HDTV sold in the Argentina market.

Sansei TLS1032H, Admiral TLC3200A, Fisher FTL320H and Recco RLCD32H10 use the same main board, so they are also compatible.
