Instead of using the approver system of GitLab EE

This might be interesting because:

  • it got down-votes
  • it is available in GitLab CE

I have a proof of concept ready, if there is interest I will cleanup the code and create a merge request.

freedesktop.org could use this, as it seems approvers aren't available in gitlab CE.

@wjh @anholt It's been some time but I finally started to clean up my proof of concept. If you are still interested in this, please have a look over at #247 - there is still some work left to do and I would welcome some conceptional feedback :)
