FEATURE REQUEST: provide healthcheck

As I am also running in https://github.com/smallstep/step-issuer/issues/60 with oom killed step-issuer, I would like to have a http healthcheck endpoint for the issuer. For this healthcheck I could create a service or even ingressRoute myself.

(Another use-case could be to use this healthceck readiness/liveness probes in kubernetes.)
