refactor(Sheriff): remove kills glitch option

This PR removes the Sheriff Kills Glitch option in favour of just always being able to kill the glitch

• Nobody ever turns this off
• The sheriff not being able to kill someone with a kill button is just silly, it essentially prevents the sheriff from killing someone who kills in front of them, incase its the glitch and they just die instead

no idea why it was ever done like this lol
