Create service and serviceMonitor

This MR is to a create service & serviceMonitor as this is the "accepted" standard in the Prometheus Community. They are both set both to disabled by default. I updated the deployment to support either podMonitor or serviceMonitor (my opinion would be to remove podMonitor entirely as the project matures).
