bump dependencies

I've run into some dependency issues with the werkzeug pinning. This is a PR to bump that library, as well a few others. This move also requires the python version bump, which feels safe given 3.6 is EOL.

While the unit tests pass, I will also be testing this change in my own environment (but have not yet done so) to ensure it at least "works in my Lambda" 😄

Happy to help however else I can to increase confidence/safety of the package updates.

@getglad check if release 12.0.1 works there is some errors in travis that it would be nice if you could fix: https://app.travis-ci.com/github/sloev/python-lambdarest/jobs/582497920
