Create `slingdata/sling:loaded` docker image

Hi !

Testing the docker image in 1.1.12 with a dockdb target, it seems that sling is trying to download the duckdb runtime. But being behind a corporate http proxy, it hangs. Did you envision to add duckdb to the image ?

Ah ok. Interesting. Yes I'll do that. Although, you wouldn't be able to specify a different DUCKDB_VERSION then the one in the image.

Plan is to make a loaded image:

Oracle Tools
SQL Server Tools
GCP tools
DuckDB binary
SQLite binary
