SmartLimiter supports ServiceEntry

Is your feature request related to a problem? Please describe. Currently limiter supports kubernetes service. In some scenarios, serviceEntry is very useful. Therefore, we will seriously consider the solutions to support serviceEntry in SmartLimiter.

Describe the solution you'd like This feature depends on the framework supports serviceEntry. Then change service list-watcher to serviceEntry list-watcher in SmartLimiter.
