What is the source of ja-kyoto.map ?

I assumed the tags in ja-kyoto.map are a mapping from the Kyoto University style POS-tags used in datasets such as Kyoto University Text Corpus.

The only time I have seen these tags in English was during the CONLL09 shared task, where professor Daisuke Kawahara provided a mapping between the Japanese names and English names of the POS tags.

However, the CONLL09 tags do not match the left-hand column in the ja-kyoto.map file
