Check for updates in pre-commit before forcing update regardless of need

As a maintainer of SeCureLI, I want repo updates to be more efficient_   So that SeCurLI runs more efficiently, only update repos that need those updates.

AC

1. When the pre-commit runs auto-updates for repo hooks, first check if there is a newer version available, and only update repos that need updating
