RDB support for the OAuth flow datastore

Description

As of Feb 2020, Bolt for Java supports the following datastore for InstallationService and OAuthStateService.

• Local File System
• Amazon S3

We're going to support the relational database as well. The implementation just depends on the JDBC APIs so that it works with any JDBC drivers.

@cts5ws Personally, I want to implement this sometime this year but we haven't decided when we can work on this yet.
