Can I create pull requests for version "1.3.7" including IE11 support?

I have several patches to fix issues with IE 11 and want to create pull requests. However, the current develop branch does not support IE 11.

Can I create pull requests for version "1.3.7" including IE11 support in a different way?

Quill 2.0 has been released (announcement post) with many changes and fixes. If this is still an issue please create a new issue after reviewing our updated Contributing guide :pray:
