Server Not Working For Me

Even though I have a fabric server with all the mods in the mods folder, none of the commands are working(like tick warp) and the custom world generation is not working. It's probably a dumb problem but I can't figure it out how to fix this.

As for the custom world generation did you set the generator to skyblock?
