Feature Request: setting to enable/disable CEF remove devtools server

As a Skyrim player I should not have the CEF remote devtools server running by default> So that nothing binds to my localhost:9000 port And to reduce security concerns

As a Skyrim Platform developer I should be able to edit a Skyrim Platform settings file to enable the CEF remove devtools server So that I can debug my application

Idea for location of settings file for Skyrim Platform:

Data\SKSE\Plugins\SkyrimPlatform.ini

Various other SKSE plugins have an .ini file colocated with their .dll so this might be where Skyrim mod authors would expect to find the settings file

( Could be .ini or Could be .json )

By default, the CEF remote devtools server should not run. We don't want Skyrim players to have this server running. We want it for ourselves, the developers :)
