Add documentation on minimal permissions required for `skyplane init` accounts

During development, we've assumed that you run skyplane init to authenticate with cloud accounts that have full ownership permissions. However users have asked about minimal permissions required to use Skyplane (e.g. #599). We should add in the documentation for each cloud provider, what roles/permissions the account has to have and how to modify this if needed.
