Our current optimizer does not consider regions. That makes the data movement between different regions not taken into consideration, especially when we are trying to have chain dags or recovery from preemption in spot launch.

I do not think it is very urgent and I believe this requires quite many code changes in the backend logic as well, but feel free to take it. ; )
