[Onprem] Doc Changes

Based on a meeting with a recent user for Sky Onprem, the following doc changes are needed:

1. Permissions - Need to clarify what type of permissions an admin needs (i.e. passwordless sudo)
2. Documentation on taking down the ray/sky cluster (its not sky down)
