[Onprem] Admin may not have passwordless `sudo`

Currently Sky Onprem relies on the assumption that the admin can run sudo commands without a password.

As of the moment, there seems to be no way to circumvent around this due to how ray job submit works, unless a different backend (such as Kubernetes) is used.
