[Onprem] `sky admin deploy` fails to detect GPU

Cluster has 1 node that has 1 2080 and 1 1080.

Running lspci shows only the 1080 GPU and hence it fails.

There needs to be a better way to detect GPU types, as @infwinston suggested in this comment.
