[Storage] `sky storage create` CLI

Implemented sky storage create cli command that allows users to create a Sky storage from their terminal. Included examples, edited documentation, and wrote a test in test_smoke.py to test creation and subsequent deletion of sky storage object.

Tested: Created and verified creation of sky storage using cli command in test_sky_storage_cli test in test_smoke.py.
