[Spot] Automatically translate the local file mounts and workdir to sky Storage

The friction of changing an original available sky yaml with workdir and local file mounts set to the managed spot yaml has been observed multiple times. We may want to have SkyPilot translate those for the users automatically, i.e. translate those into SkyPilot Storage with persistent: false and mode: COPY
