Can read/write DXF files in binary form?

Seems like this lib doesn't support binary DXF files. Here's an example of a file which I can't seem to be able to parse with this lib. joedj261.dxf.zip

I don't know of any open source library that support binary DXF formats. All software exchanges in text DXF only.
