Scrim flickers when bottom sheet is dragged fast (user gesture)

Describe the Bug: isModal = true When you do the drag down gesture and throw fast downside the scrim colour will flickers momentary. This doesn't happen when the gesture is done slowly/programatically.

Expected Behaviour:

No flicker
