Operationalizing smux across services

As discussed in https://github.com/skycoin/dmsg/issues/310, we considered multiple approaches for integrating smux and ultimately chose the second option. In the communication between visors and dmsg-servers, everything works as expected, and the new release v1.3.31 has been published.

However, issues remain in the communication between services and dmsg-servers. This does not affect the overall functionality of the system, since services are still operating over yamux as before and remain connected to the dmsg network. Nevertheless, smux must also be fully operationalized in this context.
