vpn server bandwidth limits

The vpn server currently has no limit on the amount of the total bandwidth which is made available to the vpn connection. In the instance of bandwidth-based rewards / payments / settlement we should allow users to set the percent of the total bandwidth to share or have a straight setting for Mbps
