Resource isn't reconciled when you leave a CR in place and recreate a site

Describe the bug

If you have a link resource in place and delete and recreate site, the link reports as being good, but doesn't work

How To Reproduce

Create a link Recreate site Test link

Expected behavior

Link still works or reports error

Environment details v2 or Kubernetes
