[v2] Restarting controller pod results in deletion of active listeners and connector

Describe the bug It is observed that actively configured listeners and connectors are deleted when the controller pod is restarted.

How To Reproduce Steps to reproduce the behavior: Run skupper-redis-example Delete the skupper controller Observed listeners and connectors are deleted then re-created

Expected behavior A clear and concise description of what you expected to happen. Desire is that restart of controller does not affect existing connections

Environment details V2 branch Kubernetes kind cluster
